This is a free version (open source) of Odoo which does not require any license. But you need to spend money for hosting and customization as you need.

Odoo Enterprise

This version is a paid version. It has licensing fees based on the number of users. This version is the best bet for companies with employees from 50 to 300.

Odoo is basically free to use. But if you want advanced modules or customization's, they you should pay for that. Else you can run the basic version only that need not require any license. But as it is implemented on firm, some basic tweaks are needed and it will cost you a little amount of money
